I think good skilled t2 720mm howies give over 950 damage possibly when using a 5% dmg/lvl ship like a Rupture. Not sure what the numbers are on a Cyclone, but I'm pretty sure 650 ought to be doable. 5x 720mm howie probably outperforms 5x 650mm+...
